In 1972 he defended his Ph.D. thesis "Spin-lattice relaxation and heating of the phonons in ruby and sapphire."In 1988 he defended his Doctoral thesis "Non-equilibrium and inverted states in paramagnetic spin systems with a high concentration of magnetic centers and the quantum gain in the millimeter range".

The first carried out a study of the spin-phonon interactions at microwave frequencies at very low temperatures (up to 0.03° C) in paramagnetic impurities from the iron-group ions. The nature of enlightenment effect in the optical range of a number of ferroelectrics under neutron and UV irradiation was found. The characteristics of the active ingredients of the quantum of microwave electronics in the inverted state in the millimeter range were studied. Valery M. Shulga created the most high quantum amplifier (maser) with a record of sensitivity characteristics, developed highly sensitive solid-state UHF reception system, the centimeter and millimeter ranges.Started in Ukraine multifrequency spectral radio astronomical studies of the radio emission from the active sites of star formation.
He is member of thespecialized scientific council for doctoral and candidate dissertations, the member of Advisory Board of HAC of Ukraine.Member of the Ukrainian Astronomical Association, a member of the International Astronomical Society, a member of the MCP, member of the National Radio Astronomy Committee of the International Radio Union. Vice-president of UFO (1999-2004). Has the State premium of Ukraine (1989), the premium of National Academy of Sciences award to them. Barabashova M. (2001). Honored Worker of Science and Technology of Ukraine (2004). Deputy Editor of the magazine "Radio Physics and Radio Astronomy".
